Charter Statement: The Office of the Urban Vicar has as its principal responsibility the pastoral supervision of parishes and parish ministries in the Urban Vicar’s Office. The Bishop works with and for the people in the area of clergy personnel, parish finances, parish structures, parish ministry, Catholic Schools, and diocesan programs as these concerns impact parish life in Baltimore City; to collaborate with the Archbishop and Vicar Bishops to the people of God of the Church of Baltimore, and to provide leadership and direction which will enable this particular Church to formulate a common vision as it seeks to carry out the mandate of the Gospel.

This office also endorses Beyond the Boundaries, an Archdiocesan program to raise awareness of social inequities, as experienced in the metropolitan Baltimore region and throughout the Archdiocese of Baltimore, and to facilitate involvement for planning, policy, and legislative advocacy to promote social equity. Bishop Madden is the Program Director for Beyond the Boundaries.
